Reason Leasehold Valuation Structuring
Preston Rowe Paterson was instructed by Desert Knowledge Australia to undertake a comprehensive valuation and advisory review of the Desert Knowledge Precinct, a statutory, non‑market asset subject to complex leasehold, native title and governance arrangements.
The instructions required assessment of the hypothetical unencumbered freehold, valuation of the freeholder, head lessee and sublessee interests, and provision of strategic advice to support long‑term financial sustainability and future development planning.
The engagement also required detailed consideration of statutory constraints, Indigenous land agreements and long‑dated lease structures to ensure valuation outcomes reflected the practical and legal realities of the asset.

- Valuation of the hypothetical unencumbered freehold interest in the Precinct;
- Valuation of the freeholder’s, head lessee’s and sublessee interests;
- Analysis of long‑dated nil‑rent and nominal‑rent leasehold structures;
- Review of statutory constraints and Indigenous Land Use Agreement (ILUA) provisions; and

Asset Overview:
A large, purpose‑built education and research precinct located approximately eight kilometres south of the Alice Springs CBD, comprising multiple specialised buildings, research and training facilities, renewable energy infrastructure and extensive landscaped grounds, held under a long‑dated Crown lease and governed by statute and native title arrangements.
Valuation Methodology
A multi‑method valuation framework was adopted to reflect the non‑market, cost‑based nature of the asset, including:
- Hypothetical unencumbered freehold valuation through rentalisation and capitalisation
- Cost and residual land value cross‑checks
- Present value analysis of freeholder, head lessee and sublessee interests
- Explicit allowance for the wasting nature of long‑dated leasehold interests
- Analysis of marriage value arising from fragmented ownership structures
